The people must obey legitimate authority and disobey illegitimate ones

The people are obliged to obey public authority when authority is exercised according to truth and justice because this is necessary for every person to flourish. However, political authority is subordinated to the common good and moral truths. This means there is no legitimacy when the authority is exercised in a way that is contrary to God's law. In such cases, the people are obliged by conscience to disobey.
